I had a puppy in an apartment and it was a challenge at first.
walks are a given, but when potty training it can be ridiculous to run down the hall into a elevator or down flights of stairs along another hallway with a wee pup has to go Sooooo, we got the pee pads from the pet store for the balcony. It still gave him the idea that he had to go to a door and ask to be let out every time. He got treats at first for peeing either outside OR on the pads, then as he got older and had some control, we removed the pads took for frequent small walks and rewarded only outside business.
